Georgia's unemployment rate was 13.9% in 2025 — close to Armenia's and more than twice the EU average.

Georgia and the EU since 2015

  • Georgia's unemployment rate fell from 21.9% in 2015 to 13.9% in 2025, a fall of 8.0 percentage points. Over the same period the EU rate fell from 10.2% to 6.0%.
  • The gap with the EU narrowed from 11.7 points in 2015 to 7.9 points in 2025, but Georgia's rate is still 2.3 times the EU average.
  • Unemployment rose during the pandemic, peaking at 20.6% in 2021, before falling to 13.9% in 2024; it did not fall further in 2025.

What this means

Georgia and Armenia now have similar unemployment rates on the same international standard, both well above the EU. Falling unemployment has not been matched by rising participation: GILS analyses show that part of the decline reflects people leaving the labour force rather than finding work, which is why broader measures such as labour underutilisation matter.

About these comparisons

Figures are official national statistics — Geostat (Georgia), Armstat (Armenia), the State Statistical Committee of Azerbaijan — and Eurostat for the EU-27, using the latest published period. Georgia (since 2020, with 2010–2019 recalculated) and Armenia (since 2018) apply the 19th International Conference of Labour Statisticians standard, under which subsistence food producers are not counted as employed. Azerbaijan's national methodology may differ. Indicators are compared only where comparable official data exist. Data checked October 2026.
